What happened at the Congress of Berlin
After Russia's victory over the Ottoman Empire in the war of 1877 to 1878, the Treaty of San Stefano had created a large independent Bulgaria under Russian influence, alarming Britain and Austria-Hungary. German chancellor Otto von Bismarck hosted the Congress of Berlin to revise the settlement and preserve the European balance of power. Delegates from Britain, Austria-Hungary, France, Russia, Italy, and the Ottoman Empire negotiated new borders, shrinking Bulgaria, granting full independence to Serbia, Romania, and Montenegro, and placing Bosnia and Herzegovina under Austro-Hungarian administration. The congress temporarily eased tensions among the great powers but left unresolved nationalist grievances that continued to shape Balkan politics for decades afterward.
